Each wall is made of industrial products such as slate, corrugated iron, and plywood, with slit-like gaps that frame the view. The bowl-shaped roof on the second floor is equipped with a retractable skylight, and natural light reaches the first floor through the glass block floor. The cylindrical roof is stabilized with horizontal truss rafters, and the underside of the glass is finished with insulating material.

The garage, which is always open, faces south and has a deep eaves so that outdoor work can be carried out without being affected by the weather.
To prevent the long wall from becoming monotonous, the government office and indoor training building volumes are separated, and the government office is further divided into three volumes, each with a repeated light roof to give rhythm. Each roof provides high sidelights, smoke exhaust, and equipment space. The entrance, which receives the western sun, has a continuous concrete frame that passes through the sunlight segmented into stripes, and part of it is used as a windbreak.

We held a citizen workshop to consider how to welcome tourists and how to utilize the building. The basic design was done by Yamashiro Satoru + Building Landscape, and the brochure shelf was designed by Kiuchi Toshikatsu.
