In response to the long and narrow site, outdoor training space was secured around the training building by keeping everything compact. The garage, which is always open, faces south and has a deep eaves so that outdoor work can be carried out without being affected by the weather.
To prevent the long wall from becoming monotonous, the government office and indoor training building volumes are separated, and the government office is further divided into three volumes, each with a repeated light roof to give rhythm. Each roof provides high sidelights, smoke exhaust, and equipment space. The entrance, which receives the western sun, has a continuous concrete frame that passes through the sunlight segmented into stripes, and part of it is used as a windbreak.
